Vical Inc. (Nasdaq: VICL) shares are up about 15 percent to $3.68 on premarket volume of about 160,000 shares, more than 20 percent of the stock’s average daily volume at the open. The vaccine maker’s shares are catching a bid after the European Medicines Agency said it will fast-track swine flu vaccines, letting vaccine developers skip trials in large numbers of humans before approving them. Also, the Centers for Disease Control and Prevention (CDC) said parents should have their children ages 6 months to 18 months vaccinated for flu this fall as soon as the flu vaccine becomes available. — Mike Tarsala
